You can definitely offer fandoms you don't qualify in! There has to be *one* fandom that is on both your offer list and your request list, but other than that, anything goes. Last year I only had that one thing as overlap.
(You can also write a remix in a fandom that you didn't offer. You are guaranteed a match to one of your offered fandoms, but you aren't restricted to that.)
And yes, it is fun. :D Well, I found it fun! It probably says something that last year I ended up writing two fics for my assigned author, one for an assigned pinch hit, and then four ficlets for remix madness, which is rather analogous to yuletide madness.
