Blatherings on AOS vs TOS

(which my brain insists on reading as STD, hah)
He-who-is-not-Khan is currently EATING MY BRAIN with fic. Very slowly, because my ficwriting is rusty, but.
(He hasn't yet told me whether John Harrison is a) the name he would have been known by, and thus is disappointed that "Khan Noonian Singh" remains known while "John Harrison" didn't; or b) a name he has used in the past, because he insists that he is the man of a thousand names; or c) something completely arbitrary to blend in.)
(He *has* told me, in vitriolic detail, his contempt for Marcus. Including, among other things, the implicit racism in assuming that HWINK is superior to Khan or any of the other officers just by virtue of race.)
(But anyway.)
Trying to work out timeline details -- would Khan et al have known of Klingons? Vulcans? Any non-human life? I am still operating under the assumptions that a) Star Trek is an AU of our own reality and b) the Eugenics Wars still took place in the 1990's--
which actually has interesting implications about technical development, i.e. why we have "better" technology in some respects than Star Trek does, in terms of cell phones / bluetooth / tablets, and also about things like 9/11 not having happened; there's the Doylist argument that when the older serieses were created, the internet and touchscreen and stuff booms hadn't happened yet, but the Watsonian argument that the Eugenics Wars kind of derailed that whole trend
--but I don't remember enough Star Trek canon to remember when various first contacts took place.
(There was a time that I would have known that, but that was a long time ago *and* there was significantly less canon to be aware of; TOS and TNG and maybe 6 movies, but no voyager or ds9 or enterprise and none of the other movies.)
